vat_fr_validate $0.001 per call

Offline validator for a French VAT number (TVA intracommunautaire, e.g. FR32123456789). Extracts the 9-digit SIREN and 2-digit key, recomputes key = (12 + 3*(SIREN mod 97)) mod 97, and compares it to the given key.
